The Government of Karnataka on September 23, 2025, issued a draft notification proposing amendments to the Karnataka Excise (General Conditions of Licences) Rules, 1967, under Section 71 of the Karnataka Excise Act, 1965. The draft is open for objections or suggestions within ten days of its publication, which may be sent to the Principal Secretary, Finance Department, Vidhana Soudha, Bengaluru.
Key changes include the substitution in Rule 5(4) to add Form CL-9A along with the existing Form CL-9; a complete revision of Rule 17-A allowing transfer of licence/lease to legal heirs within six months of the licensee’s death, subject to timely intimation and a fine of 10% of the licence fee for delays; and a related amendment in Rule 17-B clarifying that any fine imposed shall be equivalent to 10% of the licence fee.
Further, Rule 23 has been updated to replace references to “Deputy Commissioner” with “Deputy Commissioner of Excise,” expand the applicability of certain provisos to include CL-2A and CL-9A licences, and omit the fourth proviso entirely. The amended rules will come into force from the date of their final publication in the Official Gazette.
